I would quess 10 – 30 lbs would be the max for a dog to ride comfortably. I think the manufacturer states 30 lb limit.

Will my 2 cats fit? They are both small and only a year old. One is 10 pounds and the other is 15 pounds?

Yes, I was able to fit a 18lb pug and 10lbs poodle just fine.

We were able to fit 2 16lbs dogs also, a little snug and they had to sit but it worked for an emergency.
